Trade-only sales
Peoples is a wholesale platform operated by Blue Lens Investments Limited (company number 16515534). All sales through the Platform are made to verified UK retail trade accounts. The Platform is not intended for, and goods are not sold directly to, private consumers.
All retailers must hold any licences required to sell the products they purchase, including but not limited to:
- A premises licence under the Licensing Act 2003 where applicable
- Registration with their local Trading Standards office for the sale of age-restricted products
- Compliance with all applicable display, labelling and advertising restrictions for the relevant product category
It is the retailer's responsibility to ensure that any product purchased from Peoples is sold lawfully at their premises and to consumers who meet all applicable age and identification requirements.
Age verification
Several product categories sold on the Platform are age-restricted under UK law and may not be sold to anyone under the age of 18, including:
- Vape devices and e-liquids
- Nicotine pouches and oral nicotine products
- Energy drinks containing more than 150 mg of caffeine per litre (where applicable to retailer policy)
All Peoples trade accounts require:
- Confirmation that the account holder is aged 18 or over
- A valid UK retail business address
- Acceptance of the Trade Account Terms confirming Challenge 25 / age-verification compliance at the retailer's own point of sale
Peoples reserves the right to verify trade and age status, request supporting documentation, and refuse or suspend access to the Platform where verification fails.
Vape products (TRPR)
Vape and e-liquid products supplied through Peoples are subject to the Tobacco and Related Products Regulations 2016 (TRPR), which implement the EU Tobacco Products Directive into UK law and remain in force in the United Kingdom.
All vape products listed on the Platform comply with TRPR requirements at the point of supply, including:
- Maximum nicotine strength of 20 mg/ml in pre-filled e-liquid
- Maximum tank or pod capacity of 2 ml for refillable devices, in line with current UK requirements
- Maximum 10 ml capacity for refill containers of nicotine-containing e-liquid
- Tamper-evident and child-resistant packaging
- Mandatory health warnings on outer packaging
- Ingredient disclosure and emissions information
Retailers must ensure that vape products are displayed and sold in compliance with all applicable UK advertising, display and notification rules, including those administered by Trading Standards and the ASA.
MHRA notifications
All e-cigarette and refill container products supplied through Peoples have been notified to the Medicines and Healthcare products Regulatory Agency (MHRA) by their respective brand owners or authorised UK importers, in accordance with TRPR Article 20 and the UK national notification scheme.
Brand owners and distributors warrant to Peoples that the products supplied to the Platform are in lawful supply in the United Kingdom and that the relevant notifications are in force. Peoples will withdraw any product from sale if its notification is rescinded or if a product safety issue is identified.
Product safety
Goods supplied through Peoples are required to meet all applicable UK product-safety requirements, including:
- The General Product Safety Regulations 2005
- The Consumer Protection Act 1987
- Sector-specific regulations (TRPR for vape products, Food Information Regulations for confectionery and drinks where applicable, etc.)
Where Peoples is informed of a product-safety concern, recall, or supplier withdrawal, the affected product is removed from the Platform and notification is sent to any retailer who has purchased that batch within the relevant traceability window.
WEEE & take-back
Peoples and its brand partners support compliant disposal of electrical and electronic waste under the Waste Electrical and Electronic Equipment (WEEE) Regulations 2013. Single-use vape devices contain electrical components and lithium batteries and must not be placed in general waste.
Retailers selling single-use vapes have a legal obligation to operate a free in-store take-back scheme. Peoples can support this through partner take-back services. To enquire about a compliant in-store take-back solution, please contact our trade support team.
WEEE producer compliance for products supplied through Peoples is held by the relevant brand owner or UK importer. Peoples will provide producer details on request to assist retailers with their own compliance reporting.
Anti-bribery & modern slavery
Blue Lens Investments Limited operates a zero-tolerance approach to bribery and corruption in line with the Bribery Act 2010, and to modern slavery and human trafficking in line with the Modern Slavery Act 2015. Brand partners and distributors are required, as a condition of supply, to operate equivalent policies and to comply with all applicable employment, health and safety, and supply-chain laws.
Data protection
Personal data collected through the Platform is processed in accordance with the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018. Reporting concerns
If you have a concern about the safety, legality or compliance of a product purchased through the Platform, please contact us immediately. We will investigate, escalate to the relevant brand owner where appropriate, and remove the product from sale where required.
